You will find this "mark" on most old buildings, this is the Masons "invert level mark" that the masons would use to get and keep levels as they constructed each project, basically an older theodolite. I think this one is on the bridge over the Irvine up from the library.

Thanks again for your interest. It is indeed a Bench Mark, used as
a levelling reference to set other parts of the structure, I believe
they used a length of flexible tubing with glass indicator marks.
It is on the bridge at Craigview Road.
there is one similar at the old ruin below loudoun hill cliffs,just at the foot of one of the doorways,,
